HMPPS also claim that incremental progression payments – paid in June last year (although we maintain these should have been paid in April as per the agreement we signed previously with the employer) – mean that some staff have achieved pay rises of well over 4%.

Firstly, that does nothing for the thousands of staff, in ever increasing numbers, who are at the top of their pay bands.

Secondly, incremental payments are separate to any pay offer like this – HMPPS’s own guidance on the Competency Based Framework makes that clear – and awarded to staff for separate reasons.

Finally, how can we take seriously an employer that, in telling us we should vote for this pay offer, asks those of us who received them to factor in incremental pay progression we received months ago? This seems to us to be a measure of the desperation of HMPPS in asking staff to think about voting for something they’ve already received!
